West Virginia State Flag History:

The history of the West Virginia flag can be traced back to 1929 when the flag’s official flag was adopted. The flag offers a primarily white background with the State Seal of West Virginia in its center and a blue border encasing the flag. The seal shows a farmer and a miner by a rock that shows the date June 20, 1863, the date that West Virginia split from Virginia. Beneath the men are a red liberty cap to signify freedom and two rifles. Beneath this is a red banner that shows the state’s motto “Montani Semper Liberi” of Mountaineers are always free as translated in Latin. Above the seal is another red banner that shows the “State of West Virginia.” The entire seal is encircled by rhododendrons, the official state flower.
